He was Director of the European Commission’s Legal Service, advising EU Commissioners and the relevant services of the European Commission, and representing the European Commission in trials before the European Court of Justice. Rolf Wägenbaur in the European Commission covered all fields from EU transport policy, competition (state aid, anti-trust, fiscal matters), tax harmonisation, right of establishment, free provision of services, free movement of goods (customs duties and quantitative restrictions), industrial policy, public procurement, steel policy, consumer protection, environment policy, culture and tourism. He further is a Professor at the University of Tübingen.Er war Direktor im Juristischen Dienst der Europäischen Kommission, wo er die EU-Kommissare und relevanten Dienststellen der Europäischen Kommission beriet sowie die Europäische Kommission in den Verfahren vor dem Europäischen Gerichtshof vertrat. Rolf Wägenbaur deckte in der Europäischen Kommission eine Vielzahl von Bereichen ab, beginnend mit der europäischen Transportpolitik, der Wettbewerbspolitik (Staatsbeihilfen, Kartellrecht, Steuerfragen), Steuerharmonisierung, Niederlassungsfreiheit, Dienstleistungsfreiheit, Warenverkehrsfreiheit (Zölle und mengenmäßige Einfuhrbeschränkungen), Industriepolitik, Vergaberecht, Stahlhandel, Verbraucherschutz, Umweltschutz, Kultur und Tourismus. Er ist ferner Professor an der Universität Tübingen.
