He was Vice-President of the European Parliament and Advocate General at the European Court of Justice. Before that, he was a Member of the German Bundestag, Member of the European Parliament and participated on numerous committees, in particular as member, then Chairman, of the Committee on Legal Affairs and Citizens’ Rights. He was further Chairman of the delegation responsible for relations with the Baltic States and of the Subcommittees on Data Protection and on Poisonous or Dangerous Substances.

Er war zuletzt Vizepräsident des Europäischen Parlaments und Generalanwalt am Europäischen Gerichtshof. Zuvor war er Mitglied des Deutschen Bundestages, Mitglied des Europäischen Parlaments und Mitglied zahlreicher parlamentarischer Ausschüsse, insbesondere Mitglied des Ausschusses für Recht und Bürgerrechte und dessen Vorsitzender. Er war ferner Vorsitzender der Delegation für die Beziehungen zu den baltischen Staaten und der Unterausschüsse für Datenschutz sowie für giftige und gefährliche Stoffe.
